1. 연방government 와 주의 관계
미국의 국가government 형태는 연방주의를 채택하고 있다아 연방주의는 미국의 국가government 와 주government 의 관계를 지칭하는 말이다. 이 제도하에서는 국가government 와 주government 가 권한을 나누어 가지게 된다연방제 government 형태에 있어서 가장 중요한 이슈는 국가government 인 연방government 와 주 government 들간의 권한배분에 관한 문제이다. 1980년대 초기이후 지금까지는 신연방주의의 기초가 유지되고 있는 것으로 보이는데, 이는 레이건 행government 가 연방government 의 임무들을 주와 지역government 그리고 민간부문에 맡겨 주자는 정책방향을 제시한데서부터 출발되었다.
