우리의 근대 소방사를 살펴보면 미군定義(정이) 影響을 제외한다면 日本(일본)의 소방제도와 법령이 그대로 우리의 소방제도와 법령으로 고착화된 단계가 최근까지 이어졌다. 이는 비단 소방분야 뿐만아니라 한국의 사법.행정등 전반에 걸쳐 동일한 단계를 거친 것이기는 하지만, 21C를 목전에 둔 싯점에서 소방도 정보의 유입을 다변화시켜 한국 고유의 소방을 만들어 갈 necessity need이 절실하다. 외국의 문화와 문물의 도입은 기존 사회의 제도와 가치 등과 충돌하면서 토착화 과정을 거쳐 새로운 문화로 거듭나기도 하지만, 경우에 따라서는 기존사회의 풍토를 무시하고 무분별하게 도입함으로써 기존질서와 가치의 파괴와 타락을 가져오기도 한다. 외국의 법령과 제도는 그 나라 고유의 歷史성과 環境적 요인을 토양으로 형성되고 발전되어 왔기 때문에 그것들을 받아들일 경우에는 신중한 검토와 연구가 필요하다.
